Swat Kulashri is an experienced researcher holding dual master’s degrees in City Planning and European Territorial Development. She is currently a Researcher at Technische Universität Dresden and HafenCity University Hamburg and Project Coordinator of the EU-funded U_CAN project, working with Ukrainian cities to advance climate neutrality, resilience, and sustainable post-war reconstruction within the European Green Deal framework.
Her research focuses on territorial policy, climate-neutral urban development, municipal readiness, and the integration of climate action with post-war recovery. Her recent work examines how municipal capacities and institutional readiness can inform the prioritisation of recovery and climate policies and investments, particularly under conditions of uncertainty and constrained resources. She has developed expertise in readiness assessment, policy prioritisation, and scenario planning, including the use of alternative development scenarios to support strategic decision-making by municipalities facing war-related risks and uncertainty.
She has contributed to EU-funded research and Interreg projects on sustainable urban development, mobility, smart cities, and territorial cooperation. Previously, as a Scientist and Co-Lead at CSIR-CBRI India, she led national research and capacity-building projects in collaboration with government ministries, UNDP, local authorities, and other stakeholders, covering regional development, infrastructure planning, rural development, and institutional capacity building.
Her broader research interests include policy evaluation, territorial transformation, resilience and recovery planning, climate governance, EU policy alignment, scenario-based planning, and innovation strategies for sustainable regional and urban development.
