Born on 26th of March 1963, Republic of Moldova, Ion Guceac graduated from Moldova State University, faculty of Law, in 1989. In 1996 Guceac earned his PhD in Constitutional law at the Alexandru Ioan Cuza Police Academy, Bucharest, Romania. Being a lecturer within the Police Academy “Ștefan cel Mare” from Chișinău, Republic of Moldova, in 1998 he obtaines the title of associate professor. The following years, he is doing his postdoctoral studies at the Institute of Philosophy, Sociology and Law at the Academy of Sciences of Moldova and in 2003 earns the habilitate doctor of Law title in Constitutional law. Being a lecturer at the Moldova State University, Ion Guceac earns the title of professor in 2005. In 2013 he was elected as correspondent member of Academy of Science of Moldova and to the present he exercises the position of vice–president. Over the years Ion Guceac has conducted scientific researches within the Institute for Legal and Political Research, Academy of Science of Moldova, area of scientific interests being: the evolution of constitutionalism in various branches of law, especially in Moldova; constitutional theory (classification, drafting, adoption, revision, assurance of supremacy, constitutional control of laws); state forms (form of government, political system, governance techniques); fundamental human rights and freedoms, guarantees of their realization; organization and realization of justice; territorial administrative organization and local public administration principles; electoral process, constitutional accountability etc. Prof. Guceac is acknowledged as the founder of the scientific direction “Democratization of the Constitutional System in the Republic of Moldova as an integral part of the European Constitutionalism”. He is the author of more than 150 articles and scientific papers, author of several textbooks and monographs. He was the PhD supervisor for 12 students and post doctoral supervisor for 3 students. Prof. Guceac was decorated with the medal for the development of science, technology and education by the Ministry of Internal Affairs of Ukraine and with the prize Nicolae Titulescu for the constitution at millennium crossroads monograph by the Romanian Academy (2018).
